Walking past empty pews and stained-glass windows, the Rev. Victor Cyrus-Franklin, pastor of Inglewood First United Methodist Church in Inglewood, Calif., talked about how housing prices were threatening his flock. As Mr. Cyrus-Franklin spoke, a 78-year-old man named Bill Dorsey was a few yards away in an outdoor corridor that led to the chapel, amid tarps and piles of clothes. “We know their stories and we know how hard it is to find housing,” Mr. Cyrus-Franklin said. So the church is trying to help — by building housing.

The episode was one of many highlighted in a court filing Thursday that takes aim at the living conditions at open-air camps near the U.S.-Mexico border in California. Federal immigration officials have directed migrants to those camps but have failed to provide adequate food, water, shelter and medical services, children’s rights lawyers say. More than 3.3 million immigration court cases remain in the cue, according to according to data from Syracuse University’s Transactional Records Access Clearinghouse, which tracks immigration court data. The declarations also described instances in which aid workers had to orchestrate emergency medical care for children in serious distress. Some alleged that Border Patrol agents saw that children were suffering but did little about it.

Everything from banana peels and used coffee grounds to yard waste and soiled paper products like pizza boxes counts as organic waste. In Southern California, the nation’s largest facility to convert food waste into biogas has filed for bankruptcy because it’s not getting enough of the organic material. About three-quarters of communities are currently collecting organic waste from homes, said Rachel Machi Wagoner, CalRecycle’s director. CalRecycle hasn't tallied data yet on how much organic waste was diverted from landfills in 2023. Jurisdictions reported diverting 11.2 million tons (10.1 million metric tons) of organics at the end of 2022, up from 9.9 million tons (8.9 million metric tons) the prior year, Wagoner said.

Maxar Technologies Visual Investigations The $2.8 Billion Hole in U.S. Sanctions on Iran A Times investigation reveals how lax government oversight allowed shadowy oil tankers, covered by American insurance, to fund Iran’s regime. The American Club is one of only 12 major insurers of its kind, and the only one based in the United States. By then, the tankers had transported at least $2.8 billion in crude oil, based on the lowest reported prices of Iranian oil in 2023. The Treasury office has publicly enforced sanctions on the American Club only once in the past 20 years. Ultimately, the office said the American Club did “not appear to have been willful or reckless” and the case was settled.

Homeless people and their advocates say the sweeps are cruel and a waste of taxpayer money. The AP submitted data requests to 30 U.S. cities regarding encampment sweeps and received at least partial responses from about half. “Unfortunately, it’s becoming a way of life, and that is 100% incorrect.”For homeless people, sweeps can be traumatizing. But never an end solution.”There are many reasons why someone might reject shelter, say homeless people and their advocates. We’re walking around saying, ‘What do you need?’”In Portland, the encampment dismantled in July was cleared again, in September and November.

RAFAH, Gaza Strip—Huddled in classrooms and crouching under tarps slung up in the courtyard, Palestinians seeking refuge from the fighting raging in Gaza have crowded into a United Nations-run school here near the Egyptian border. Relief and Works Agency for Palestine Refugees runs 183 schools in the Gaza Strip, most of which have been pressed into service as shelters. The agency, which also runs bakeries and clinics and provides financial aid, has been central to life in the Palestinian enclave for more than 70 years.

The start of the rainy season and the possibility of flooding increased fears that the densely populated enclave's sewage system will be overwhelmed and disease will spread. At a U.N. shelter in Khan Younis in southern Gaza, the rain brought dismay for displaced people who woke to find the clothes they put out to dry the night had been drenched by rain. It voiced concern on Tuesday about the prospect of rain causing flooding and overwhelming already meagre and damaged sewage facilities. Ahmed Bayram, a spokesperson for the Norwegian Refugee Council, said the start of the rainy season could mark "the most difficult week in Gaza since the (military) escalation began." Touma said just a small amount of rain could cause the streets of Gaza to flood, given the sewage system's inability to absorb water.

The tents and campfires were gone. The sidewalks where people had built makeshift shelters from wood pallets and blue tarps were empty. On Friday, all that was left of “the Zone,” a sprawling homeless camp in downtown Phoenix, were discarded clothes, trash and questions about what comes next. Housing advocates say the operation appears to have removed — at least temporarily — a notorious symbol of the homelessness crisis in American cities. “Overnight, they’re all gone.” He said he often woke to flashing lights of police cars and ambulances responding to fights, shootings, fires and overdoses outside his bedroom window.

CHICAGO (AP) — As the first blast of wintry weather hit Chicago, dozens of migrant families without a place to live were moved off snowy city streets and into the basement of Good Shepherd Lutheran Church in a nearby suburb. The last-minute, temporary solution around 1 a.m. Wednesday, coordinated by volunteers and suburban Oak Park officials, came as Chicago has struggled to house the growing population of asylum-seekers ahead of the deep winter months. City officials have been scouting locations for winterized tents, but City Council members have criticized Johnson's administration for a lack of details. This week, the city publicized its winter efforts, including providing 16 “warming buses” at police stations during overnight hours, and winter coats for new arrivals. Last month, the city touted its partnerships with several outside organizations to provide food, clothing and hygiene items.

KCNA via REUTERS/File Photo Acquire Licensing RightsSEOUL, Oct 7 (Reuters) - Rail traffic along the North Korea-Russia border spiked this week to the highest in years, suggesting arms supply by Pyongyang to Moscow after their leaders discussed deeper military cooperation, a U.S. think tank said on Friday. Satellite imagery showed an "unprecedented" 73 or so freight cars at Tumangang Rail Station in the North Korean border city of Rason, the Beyond Parallel Project of the Washington-based Center for Strategic and International Studies said in a report. The traffic was far greater than that observed in the past five years, including pre-pandemic levels, it said. The U.S. and South Korea have warned military cooperation between North Korea and Russia was a violation of U.N. sanctions against Pyongyang. North Korea has slammed South Korean President Yoon Suk Yeol for criticising Pyongyang's cooperation after the summit, saying it was "natural" and "normal" for neighbours to keep close relations.

MADISON, Wis. (AP) — The Great Lakes’ frigid fresh water used to keep shipwrecks so well preserved that divers could see dishes in the cupboards. Quagga mussels, native to Russia and Ukraine, were discovered in the Great Lakes in 1989, around the same time as their infamous cousin species, zebra mussels. Scientists believe the creatures arrived via ballast dumps from transoceanic freighters making their way to Great Lakes ports. They consume so many nutrients at such high rates they can render portions of the murky Great Lakes as clear as tropical seas. After 30 years of colonization, quaggas have displaced zebra mussels as the dominant mussel in the Great Lakes.

Multiple sea drone attack carried out on Russian assets in Crimea and the Black Sea have grabbed recent headlines, with dramatic videos posted online. These sea drones are targeting the Russians in the Black Sea. “The speed of these drones exceeds any sea craft in the Black Sea region at the moment.”The speed and difficulties in detection may go some way to explaining how the drones that attacked the bridge traveled undetected in the dark across the Black Sea to the bridge. Especially since the Admiral Makarov was newly installed as the Black Sea flagship after the Moskva was famously sunk by Ukrainian forces in April 2022. Russia claimed it was responding to an area it says was housing sea drones.

As his few remaining hours with a place to live ticked by last Thursday, Scott Alexander panhandled near a McDonald’s in Brattleboro, in southern Vermont, while running through a mental checklist of the supplies he would need for a move back into the woods nearby. He had a tent and sleeping bags for himself and his wife, a propane stove and a heater. But he needed tarps and propane, and in two hours of holding his battered cardboard sign — “Any Act of Kind Greatly Appreciate” — he had made only $3. “It feels like a countdown,” Mr. Alexander, 41, said as he eyed the storm clouds gathering overhead. “I’ll be up all night, trying to get ready.”In the progressive bastion of Vermont, it was a point of pride that the state moved most of its homeless residents into hotel rooms during the coronavirus pandemic, giving vulnerable people a better chance of avoiding the virus.

PHOENIX — Rebecca Sutton has no love for her patch of “the Zone,” a sprawling homeless camp on the edge of downtown Phoenix. There are overdoses and shootings, the sidewalk where she sleeps reeks of urine, and someone once burned down her tent. But now, moving day was looming, and Ms. Sutton did not know where else to go. In March, a judge declared the Zone a “public nuisance” and ordered Phoenix to clear out the area by mid-July. The city is planning to do so block by block, carrying out what it calls an “enhanced cleaning,” starting with Ms. Sutton’s corner at Ninth Avenue and Washington.
